The FTC Funeral Rule applies to pre-need as well as at-need funeral arrangements when an organization qualifies as a funeral provider. Cemeteries and crematories can fall within the Rule when they sell both funeral goods and funeral services. That federal framework does not replace state cemetery and preneed requirements. Have counsel determine which disclosures, price lists, forms, funding, reports, and retention rules apply to your operation.

Start with property truth

A digital map is a navigation tool. The property record is evidence. During migration, compare map geometry, section and lot identifiers, deeds or certificates, ownership, interment rights, existing interments, reservations, and field conditions. Decide how discrepancies are logged and approved rather than allowing bulk imports to choose a winner.

Security and permissions

Preneed records can include identity, payment, beneficiary, insurance, and signed contract information. The FTC advises businesses to collect only what they need, limit access, protect information in storage and transit, dispose of it securely, and prepare for incidents. CISA recommends basics such as phishing resistance, strong authentication, updates, backups, and logging for small and midsize organizations.
